CAPE CANAVERAL, Fla. -- At Cape Canaveral Air Force Station in Florida, the paylaod fairing of the Delta 182 launch vehicle is carefully moved into place as encapsulation procedures continue on the Palapa B2-P communications satellite at Launch Complex 17, Pad B.
